I don't think the Dems will have to filibuster. Republicans will have 51-52 in the Senate, I don't think they'll be able to pass anything if they have to keep the 4 tea party senators happy (See Budget Proposal March 2016)

I was going to say, I think Harry Reid already went nuclear and killed the filibuster.
