No, it's clear that he wants the government to have the power to conscript anybody including himself. The irony lies in the fact that he constantly complains about the people who he wants to give the authority to do so.
There are countless businesses that could be quickly geared to address the critical needs of our health community. It would involve identifying (or taking the names of the volunteer businesses) and working to ascertain what they can make, what is their capacity, and how long it will take them to gear up their production.
If the Government had hit this button right off the bat, we could be talking about a significant production of masks, gowns, gloves, disinfectants, and respirators to name a few of the critical needs. That's what was done once-upon-a-time during the war, but it's continues to lay dormant (except for GM) today.
Sounds great. You want to invoke that power that Trump has the authority to do. What if YOU are told to get your ass into Kawasaki to help build ventilators? Still cool with Trump dictating what people do with their time? Or are you only ok with it when it involves other people?

The NDA is conscription, period. It's a way for the government to tell companies or individuals what to do and what to produce. Would you be ok with that if it meant YOU had to comply?

BTW, Trump has moved recommended social distancing guidelines back to April 30th instead of Easter, and despite all of my TDS, I agree with that decision. You're just making stuff up. Of course when everything is shutdown due to the government pushing it, requires the governments hand for these actions. Not saying we shouldn't have most of the existing measures, minus cutting off New York from travel and allowing young and healthy folks more freedom.
This would basically mean that older and people with health conditions would have to stay in their homes no telling how much longer, because the virus would continue to spread even more.
