Space Command will most likely be considered a unit of the Air Force; much like how the U.S. Marine Corps is under the jurisidiction of the Dept. of the Navy (hence, no USMC football team ... and whatever the Coast Guard is.).
That's been the original plan since the late '90s, when this was first proposed. He's not the first President to support it, and even was against it originally, because "Mad Dog" was.
The Navy actually has more space-sensory and other capability than the USAF, with fully integration into its systems. The USAF just has more launch capability, which sucks up a lot of budget, and some rather huge
'gaps' in its abilities.
So a lot of the Navy and USMC have concerns on what will fall under this new branch, which is controlled by the USAF. At the same time, the Navy and USAF don't share their capabilities with the USCG and others. So there's a big 'push' about a new branch that is required to provide unified services for all branches.
BTW, in 2017, for 2018 appropriations, it had 60-1 support in the Congressional Subcommitee, all but one (1) Democrat was for it.
But after the Space Council was reformed, it recommended the segmentation, Trump changed his view. That's when Democrats 'flipped,' and are now the biggest hypocrites on the planet. Just a year earlier they were critical of the Trump administration's lack of support.
But if they do manage a football team, let's hope they don't steal our Citronaut.
It will be under the Air Force Academy.
