...or whoever it is. As an independent following Biden's impromptu responses and mannerisms, I don't think he's doing much these days other than canned public speeches. I get the sense that it's the behind the curtain, party shot callers making policy decisions... Similar to a mayor vs city manager. My grandfather had dementia which progressively got worse over time, it was so dam peculiar how he would show his normal spurts of brilliance, and flip like a switch the next day.
