Congress rejected Obama's request for strikes in 2013.You really can't make a logical case against at least ordering strikes on Syria's air force and aerial deployment vehicles. You can't. It would not require an invasion force or any real Americans in harms' way. Our superior aircraft could precision strike the shit out of Assad's assets and we could lob missiles from submarines parked offshore.
